Budget Cap Agreement

The budget decision was first taken by the Balanced Budget and Emergency Deficit Control Act 1985 (BBEDCA, Title II of Pub). L. 99-177) was approved. This is colloquially referred to as deficit control. [2] They provide for automatic spending cuts (called Sequester) when the deficit exceeds a number of fixed deficit targets. The procedure for determining the amount of automatic reductions was found to be unconstitutional in Bowsher v. Synar, 478 U.S. 714 (1986) and Congress passed a revised version of the law in 1987. [3] Grams-Rudman, however, failed to avoid large budget deficits. The 1990 Budget Implementation Act replaced the fixed deficit targets. Allocated revenues play a less important role. The EAGF budget shall consist of both allocated appropriations and assigned revenue.

Census funding: Although the budget allows for an additional $2.5 billion increase in 2020 Census appropriations, these funds must come from existing funds under the Trade, Justice, Science (“SJC”) Finance Act and will likely put additional pressure on the large-scale accounts included in the bill (NASA, NOAA satellites, Community Political Policing Program, etc.). This is not a unique situation, because the last year before the decennial census often weighs on the SJC`s bill. This timetable could be disrupted if the German Presidency and Parliament`s MFF negotiators do not reach an agreement on the MFF and own resources. The European Parliament is in favour of spending on a large number of MFF programmes, legal obligations to introduce own resources, improvements on horizontal issues such as the integration of climate, biodiversity and gender, and a stronger stance on the rule of law. At the time of the letter, the Presidency and Parliament`s negotiators still seem to be very far apart on many of these issues. We are approaching the end of the fiscal year, until the legislator decides on the appropriate level of annual appropriations. As things stand, the funding planned for 2020 would significantly reduce spending compared to the amounts planned for this year.
